Police said two patrol cars collided on the driving training track at the facility at 17000 Aldine West Road near Weldon Way shortly after 9 a.m.
Investigators said law enforcement dignitaries from Xinjiang, China, were on a prearranged tour of the academy and some of them were inside the patrol cars as officers showed training maneuvers.
Police said there was a "timing issue" with one of the maneuvers and the cars collided on the track.
Seven people were transported to two hospitals with non-life-threatening injuries. The extent of the injuries was not released.
Police would not provide details about the maneuver, saying it would be a breach of security.
